Currently, nearly 3 billion people worldwide are facing varying degrees of housing shortages. Tightening urban finances and increasing demand for public services create a dual squeeze. Frequent extreme weather events pose unprecedented challenges to urban infrastructure and social operations. The accelerated penetration of new technologies such as artificial intelligence is profoundly reshaping urban employment structures and governance models. In this context, how to activate economic vitality while ensuring public safety and build urban resilience through innovation driven development has become a major issue of concern for the international academic, policy, and practical communities.
